[It's pretty heavy. You don't think you can just Hulk your way through.

From what you can see, a guard station is just beyond, though currently it appears unmanned, leaving the pulley to open the gate equally untouched.

[There is a door in a separate tower, kind of tucked away around a corner. It is shut.]

That and besides its a little noisy by the ...
