Your station, and the people living in it are all rather poor. You can’t stand to see the suffering - something needs to be done, you think. There’s a major shipping lane nearby...perhaps you could take a self defense vessel and relieve those merchants of their goods?

Yes, however-- taxes are fairly complicated. I assume many simply choose to do or not do them, rather than put in the effort to learn how to properly make the most of them.
