....we could bribe them? It might be cheaper than taxes, while still keeping people off our backs. Or we could even try to encourage them to join us, that it's more "lucrative".

Encourage to join might be good as long as we can keep some control over everything. They have more resources.

We could also just say forget them and try to flee, but....again, they have more resources.

Trying to overthrow them is another option.

Offering services in exchange for no taxes on pirated resources...
