Are the ghosts on you star also those that can't pass on or echoes of that which was?

I would say both, depending. How would define an echo of that which was?

The soul has moved on but an imprint was left in its place. The imprint itself does not house a soul.

Yeah, that happens too. Souls that haven't moved on, souls that are forcibly trapped and cannot, bodies left behind and hollowed out. It's a problem.

How much of a problem?

Well, the heart of the problem on my world is that, uh, people cannot experience negative emotions too extremely. It puts them and others at risk. So encountering ghosts of their loved ones, whether or not they're hostile, sort of falls into and perpetuates very lethal cycle.
