I can't say it isn't entirely impersonal, but if I remember correctly, Pep!Pep! is the unit capable of reviving the dead within a certain amount of time. Should they go into debt...
Well. If the history I've read is anything to go by, one of our main healers would have to answer to demons. Can you imagine the damage that would cause for everyone on this program?

And for the first - Pep was brought into play as a unit because there was no one around to do revivals originally. If they wanted everyone to go to Lilith, they could have just not had pep around in the first place.
