Many of the human guests speak of her with a bit of concern; perhaps she's well-intentioned, but doesn't she know what this might cause for her people, if she cares about them so much? And, furthermore, the British will surely come to crush the rebellion, no matter if she's allied with the Groundcleansers or the Maozooni.
Some people do seem to think that it's a lot of work to hold a city that doesn't have much to speak of in resources, and that if the crown lets it be they'll come crawling back eventually—although there's at least one or two that seem to think she's got the right idea and that it's reasonable for them to want independence. ]
