It's not really one I'd associate with Victorian women.

Well... that's because it's not especially common?

If anything, a woman in power is likely because of her husband or her family being of significant influence.

I mean, the Queen of England, for example...

There's not a whole lot of... moving up. If that makes sense? Though I don't really know much outside of the Order, myself.
