Well, they're not precisely happy, either—there's been a lot of political disagreement within Meepsoor itself, since the Innugati kiima has decided it's too dangerous. After all, Meepsoor doesn't control its own water; Syrtus Lapis can cut it off at any time. It's why they've more or less always belonged to one empire or another.
