Izanagi didn't say, but he did say that probably someone from Levi's home would know more about his true whereabouts. I don't know if you've found Hiryuu at all?
I haven't found her, but if I were to guess, she's probably in Heart Soldier Senshi. The man at the Game Tower told me to look in places important to him for the people he cares about the most. Which means if we were also to go to Pep, Wednesday might be there...?

I know he seems to be stricken with the sense that he's letting others down. I don't know if that's part of the key to this mess.

Yes, it seems so—and he considers that to be his highest purpose.
I imagine it must be hard on him, to be here and unable to protect her all the time, having a partner not on his own unit—let alone two.
